Who we are
Planning Code Associates is led by Phil Ehlinger, an AICP-certified professional land planner with more than 35 years experience in all aspects of planning, municipal government, zoning, and building code administration. Phil was the town planner in historic Doylestown, Pennsylvania for more than three decades, and oversaw the transformation of the historic county seat of Bucks County into a vibrant, successful and award winning community. He brought innovations such as traditional neighborhood developments (TNDs) to Bucks County as well as numerous other innovative zoning and land use tools. Phil created the “Green Points” building sustainability program which has been adopted by dozens of communities. As a planning consultant he has assisted towns across the north-east United States improve and preserve their unique communities. A Pennsylvania UCC-certified building code official for many decades, he has earned dozens of International Code Council building certifications. Phil and his team of zoning analysts and planners at PCA provide expert research and property and regulatory information to the real estate industry.
